News publishing contract

For the integration contract used by the News Automation pipeline, see /.control-room/news-publishing-contract.json. The contract records the hub selector, the article directory, the homepage container selector, the item selector, the date field, the ordering rule and the categories. The contract is stable across rebuilds.
